This took more time than expected.  I helped come up with a solution that
allows us to do two state stores.  I documented the solutions and distributed
it.  I listed several things that we could do to improve the timing.  We
are implementing several of these.

I figured out that we needed the PDH kluge to turn on the CPU board and
so I made this a higher priority.  I turned on the old CPU board with
the MID_BUS tester and built a second board.  I also used the same setup to help Rand check out the ROM emulator.
