Continue to work on SRAM specs.  Propose how to specify the output drive and
how to model the outputs.  Try to get a better idea of what the power will
be.  Give feedback on other specs and pinouts as needed.

I looked at a 16K x 4 Hitachi SRAM and also at the spice model for the part.
I wrote up the results and my conclusions.  This has generated some issues that
will need to be resolved.

We are now using a new parts placement.  The new placement may also be easier
to layout.
